Apartment Proposal Faces Decisions From City & Developer

The fate of the proposed "Vanguard at Creve Coeur" is uncertain after rulings from the Board of Adjustment last week.

City planners were expected to brief Creve Coeur Planning and Zoning Commission members Monday night on the status of high-end apartments which have been proposed for a former church property on Old Olive Street Road. 

 "The Vanguard at Creve Coeur", a 174 unit apartment complex that would sit on the former Immanuel Baptist Church site near the AMC 12 Theatre and Carriage House Apartments, has not been voted out of the P&Z panel but it does have backing of several members. Several requests taken to the city's board of adjustment were not approved last week. 

That board granted a variance for an above-ground parking garage, and an increased setback from Olive Boulevard, but denied three other requests related to the project.

A representative for the project developer could not be reached for comment Monday.

Paul Langdon, Creve Coeur's Planning and Community Development Director, said while one possible outcome could see plans for the project withdrawn entirely, it was also possible for the developer to ask for a text amendment to city zoning codes, or for the city to seek some rezoning of properties in the area.

While the nearby Donald Danforth Plant Science Center has endorsed the project, believing it would create housing opportunities for the organization's workforce, some neighboring residents and businesses have voiced concerns over traffic.

Some have also wondered how a possible influx of children would impact the Ladue School district. City officials have downplayed those concerns and point to the fact that another "upscale" apartment complex at King's Landing has not resulted in a lot of kids living there.
