Red Racks, the latest entry into the thrift-resale market in Creve Coeur, will be open before Memorial Day. The store, a non-profit which benefits Disabled American Veterans, has critics who were disappointed that sales tax revenue won't be generated for the Olive-Graeser TDD. City officials have also not hidden the fact that they would have preferred having the former Walgreens building torn down and rebuilt into something new. Creve Coeur is already host to several resale shops, but at least some residents have voiced concern about whether a thrift store in that location is a good fit for the city's profile. Almost three months after city council members rebuffed a request by the Olive-Graeser Transportation Development District (TDD) for money to help pay off outstanding legal and administrative costs, members of the board have formally approved measures which together will cut down on costs. In a meeting held Tuesday afternoon at the Creve Coeur Government Center, members approved the changes, which include extending out the payment period to the Board's legal counsel, naming Creve Coeur Finance Director Dan Smith as the TDD's treasurer, and reducing insurance costs for board members. City Finance Director calls the TDD "most complicated" deal.
Creve Coeur City Council members met in a special session Monday night and unanimously decided to opt against a move that would have changed the terms of the city's commitment to the Olive-Graeser Transportation Development District (TDD). The current agreement calls for the city to pay $55,000 annually to help retire debt over 40 years if bond financing for the project, which realigned the Olive-Graeser-Dautel Lane intersection and paved the way for a relocated Walgreens, could not be secured. A proposal on the table from the investment firm Stern Brothers would have had the city commit to those payments for 25 years. Creve Coeur, especially Olive Blvd. in this vicinity, doesn't need another thrift store in a lousy looking throw away building. What CC needs is some shiny new modern edgy business that would attract young, professional types with money to the area.
