The Parkway School District held the final in a series of four public presentations and feedback-gathering sessions and will vote on a proposal to cut $3-4 million from the 2013-14 budget this week.
With the last of its public budget meetings conducted last week, Parkway School District officials said they are ready to bring a proposal to cut $3.3-4.1 million over the next two years before the school board for a vote this week. The meeting at Parkway Central High School was the final in a series of four presentations at various district high schools to present information on the cuts and gather input from residents on the plan. The Parkway School Board is reviewing a proposal to cut approximately $4 million from the district's budget over the next two years, beginning with the 2013-2014 school school year. The district has said it needs to cut another $2-4 million, or approximately one to two percent of the district's overall operating budget, to restore its fund balance and prevent borrowing from reserves. "The revenues didn't come in where we thought they'd come in last year," Parkway's CFO Mark Stockwell explained. Last February, the board voted to cut up to $9.63 million over two years and ended up cutting just under $8 million from the 2012-2013 budget. District projections anticipate most of the loss of teaching positions will come through regular attrition.
The Pattonville School Board approved 2012-2013 Student and Staffing Projections on Tuesday night and information provided by the school district indicates it will reduce positions through attrition. Pattonville plans to hire three elementary classroom teachers, but reduce middle school and high school teaching staffs. The district expects to reduce staff at Pattonville Heights by 2.5 and staff at Holman by 1.5. Pattonville High School will have the largest reduction in staff. The district expects to reduce high school staff by 8.67 staff members. Pattonville has 25 teachers who will retire at the end of the 2011-12 school year according to the district’s projections. District's merit pay system for teachers is being watered down, some board members say.
Possible changes in how Ladue School district instructors are evaluated for teaching performance may hasten the demise of the district's merit pay system, according to one Board of Education member. "It seems we are making it more and more difficult to give merit raises," said board director Ken Smith. "I think we are putting the nail in the coffin of the merit pay system." The Parkway school board approved several calendar changes.
Parkway students will have Good Friday off next school year. The Parkway Board of Education approved several minor changes to the 2011-2012 calendar at their Wednesday meeting, including closing school on April 6, 2012. District spokesman Paul Tandy, who was on the calendar committee, said closing school on the Friday before Easter makes sense. In the past three years, Parkway schools have seen a drop in attendance on that day. Normally, the district has about a 95 percent attendance rate on any given day, Tandy said. That’s dropped to 92 or 90 percent on Good Friday. This year, about 800 students were absent. Teachers also often take the day off, Tandy said. Despite concerns expressed among some Parkway parents and teachers, the district says it will cut resources other than personnel.
As the 2010-2011 school year nears its end, some teachers in the Parkway School District have expressed concern over whether their contracts will be renewed, given the current state of the economy. But a spokeswoman for the Parkway district said these teachers need not worry. “We’ve strived to retain our current teaching staff. Police are investigating a teacher at the POSITIVE School, part of Pattonville High School, for video taping female students in classrooms and hallways without their consent.
Update, 4:09 p.m.: Patch just completed a sit-down interview with Pattonville Superintendent Michael Fulton. The superintendent of schools issued an apology for the way teachers who were being terminated or reassigned were notified.
Despite an apology from the district superintendent and a barrage of criticism from parents and students alike, the Ladue School Board has approved a package of budget cuts that trims the equivalent of 28 teaching positions from district classrooms. Across the district, eight employees, including six teachers, will not be re-hired for next school year. An additional 40 employees will retire or resign; others will be reassigned, and yet others will see a reduction in the number of hours they work, according to district documents.
